(RALEIGH) -- North Carolina Treasurer Janet Cowell said moving the health insurance plan for state employees to the executive branch is a good way to ensure accountability. State lawmakers are considering a proposal that would transfer the State Health Plan to the Treasurer’s office.
The measure would also establish a Board of Trustees to approve changes to plan benefits or eligibility requirements. "Right now I just don't think the decisions making structure is enabling creative problem solving around technology, how the contracts are structured, and I do think that would be much more enabled to having a professional fiduciary board," said Cowell.
The Senate is expected to vote on the bill later this week.
