Eugenics compensation bill clears House committee, more victim testimony heard

(RALEIGH) -- A State House committee approved a plan to compensate victims of North Carolina's defunct eugenics program. The plan would pay $50,000 to each living victim of the forced sterilization program.

Lawmakers heard from victims during Tuesday's meeting. Elaine Riddick was only 14 when she was sterilized after the birth of her son.

"I was stressed out a lot. I kept passing out in the street.  I was extremely ill. As a matter of a fact, when they put me in the hospital to have my son I didn't even know that they were going to sterilize me and what happened was I almost died when I was there," said Riddick.

Riddick is one of 132 victims of the eugenics program that the state has identified, but the actual number could be closer to 2,000. The compensation bill has bipartisan support and is expected to pass during this year's legislative session.
