(RALEIGH) -- A bill at General Assembly would put every student in the state on equal footing when it comes to North Carolina Education Lottery money. Currently, proceeds are distributed based on county population.
Buncombe County Rep. Tim Moffitt said the measure is a tough sell to lawmakers from counties currently reaping the benefits of the uneven distribution formula. "It's kind of hard to handicap that because our gain in the western part of the state is going to be a loss in other parts of the state and we've not had a chance to work that through as of yet," said Moffitt.
The bill would have lottery funds distributed solely on the basis of student population. Moffitt said with this type of formula all North Carolina students would get equal funding.
