Differences over state budget could lead to a shutdown |

(RALEIGH) -- Senate President Pro Tem Phil Berger questions whether the governor has the ability to stop a government shutdown if a budget agreement is not reached. Gov. Beverly Perdue has said that she would have emergency powers under the Constitution.
"She has the authority to modify an adopted budget to address shortfalls in revenue, but I don't think that that authority goes to the point where you don't have an adopted budget," said Sen. Berger.
Without a formal budget agreement by June 30, it is possible that there will be a state government shutdown. Berger said that would not be advantageous to anyone.
