(RALEIGH) -- A draft report released by the North Carolina Eugenics Task Force recommends compensation for victims of the state's defunct sterilization program. An exact compensation amount has not yet been determined.
The panel is considering compensation amounts from $20,000 to $50,000. The draft report also says that any compensation should be exempt from state taxes.
"The state of North Carolina government sterilized these kids simply because they were poor or either they said they were feeble-minded or either said that they were promiscuous or either said that they would not be productive members of society," said N.C. Rep. Larry Womble, who sponsored legislation to create the task force.
North Carolina, between 1929 and 1974, forcibly sterilized about 7,600 men, women and children. The state formerly ended the program in 1977.
