(RALEIGH) -- Congress and the White House face the choice of continued fighting or a shift toward bipartisan bargaining after the Senate voted to kill President Barack Obama's $447 billion jobs plan. Senator Kay Hagan said she was frustrated by the vote.

"Job creation is my number one, number two and number three priorities," Sen. Hagan said. "I support the bill for a number of reasons and I am disappointed the Senate was not able to get closure on the bill."

Hagan voted for the measure, but turned out to be in the minority as the Senate defeated the bill on Tuesday night 51-48.
