RALEIGH -- The leader of North Carolina's state senate says he is not convinced an independent commission would truly be able to draw lines for congressional and state house and senate districts.
Republican Senate President Phil Berger says in other states that have tried the idea they are still subject to outside pressure.
"In some instances republicans have gamed those independent commissions, and in some instances Democrats have gamed those independent commissions."
Berger argued the Republicans who draw the maps were actually elected using districts created by Democrats.
